The deputy mayors are chosen by the Municipal Council.
One noteworthy change has been in place since December 2006 concerning the function of the council: The president of the Public Social Action Centre, chosen by the Municipal Council, is now a full member of Municipal Assembly (now called the Assembly of the Mayor and Deputy Mayors). He can now exercise the duties of a deputy mayor.
Meetings are held every week and are not open to the public. Decisions made are transcribed into a special register by the council secretary, who also attends meetings of the Municipal Assembly.
The Assembly is responsible for the following:
-
The publication and implementation of resolutions of the Municipal Council
-
The administration of municipal institutions
-
The management of revenue, the authorization of municipal expenses, and the supervision of accounting
-
The management of municipal works
-
Making sure that roads, railways, and waterways comply with the general plans passed by the higher authorities
-
The judicial cases of the municipality, whether as complainant or defendant (subject to the authorization of the Municipal Council)
-
The administration of municipal property and the preservation of the municipality's rights
-
Supervising the salaried employees of the municipality other than members of the local police force
-
The maintenance of byroads and waterways in accordance with legislative measures and the regulations of the provincial authorities
-
The safekeeping of public records - however, the mayor or a delegated deputy mayor acts as the public records officer.
